Adapt workflows for college and council

The actual workflow of PloneMeeting is close to the one needed for the council but not private enough for college. Write at least a new workflow for college and adapt the default workflow for council if needed...

Workflow for city college is already working. See if we need to write a specific workflow for city council or if we use the PloneMeeting meeting_workflow and meetingitem_workflow default workflows
