Make output formats for documents configurable through the meeting config (pdf, odt, doc,...)

Description

For meetings, decisions and meeting items, we must be able to define, in a meeting config, the supported output formats for pod templates: pdf, odt, doc, etc. Depending on the specified formats, corresponding icons will be available as document actions.
