Manage "external" vs "internal" decisions

Description

In the "college" product, decisions are written directly as a rich text widget into the item, while in EGW, decisions are external files that are uploaded as annexes. We should create a variability point and propose, in a meeting config, to choose between those 2 ways to handle decisions.
